Why HelpVehicle Exists

The e-Challan system is a positive step toward digital traffic enforcement in Sindh. However, the long-standing practice of using vehicles under an "open letter" system has created serious challenges.

When a vehicle changes hands but the ownership isn't updated in the Excise Department's database, the system still treats the old owner as the legal holder. If an e-Challan is generated, it's sent to that person — even if they no longer use the vehicle.

HelpVehicles.com is a neutral, independent platform that helps record and communicate this ownership ambiguity, protecting both sides from misunderstanding.

Why Both Owners and Purchasers Need HelpVehicle

After the introduction of digital challans, the Sindh Government also enabled owners to officially disown a vehicle they no longer possess. While this helps genuine sellers, it also creates new risks for purchasers who haven't completed transfer paperwork.

If the previous owner disowns the vehicle:

  • The purchaser's name isn't in Excise records
  • The car becomes "ownerless" in official data
  • It can't be sold, transferred, or legally used until the issue is resolved

HelpVehicle serves as a neutral declaration point where purchasers can show evidence that they are the actual user — and owners can show that they have sold or transferred responsibility.
